2001 Jeux de la Francophonie
SELECTION CRITERIA
1.0 GENERAL INFORMATION
Location and dates: Ottawa/Hull, Canada - July 14-24, 2001 (Athletics is July 19-23)
Selection Principles: The level of competition of the 2001 edition of the Jeux de la Francophonie (JDLF) should be clearly superior to previous editions. In fact, information available as of early November 2000 indicates that the international competitive level of this meet will be on par with the Commonwealth or Pan Am Games.
Athletics Canada is committed to entering its best possible team at the 2001 Jeux de la Francophonie. Canada’s top athletes are strongly encouraged to participate in both the JDLF and Edmonton World Championships. The Speed & Power and Endurance 2001 National Team Programs will facilitate athletes participating in both of these national team opportunities (travel arrangements, logistics, ongoing coaching and medical support, etc)
Therefore, these selection criteria are designed to offer Canada’s best three (3) athletes in each event an opportunity to participate in this high level international competition being hosted in right here in Canada. By doing so Canada will field its biggest and strongest team ever at these Games.
Qualifying Trials:
All Events 2001 Canadian Senior Outdoor Championships (including combined
events)
June 21-24, Edmonton, Alberta, Canada except;
10,000 meters 2001 Harry Jerome International Track Classic
June 03 (final date to be confirmed), Burnaby, British Columbia
Eligibility: Must be a Registered Athlete Member of Athletics Canada
through any branch except Quebec or New Brunswick (see Section 2.8), a
Canadian citizen, or be in the process of acquiring citizenship (i.e. Landed
Immigrant or Minister’s Permit), and possess a current Canadian passport
or Landed Immigrant papers / Minister’s Permit papers as at midnight January
18, 2001 and comply with Athletics Canada’s rules concerning residency
and citizenship.
2.0 GENERAL SELECTION PRINCIPLES
2.1 All athletes must achieve the 2001 Athletics Canada Jeux de la Francophonie Minimum Standard (attached) to be considered for selection, except under circumstances covered within Sections 4.0 (Appeals for Selection).
2.2 Except for Marathon (please refer to Section 5.0), the “Qualifying Period” to achieve the Minimum Standard (attached) is January 1, 2000 to June 24, 2001 (midnight local time of the competition).
2.3 Other than exceptions outlined in Section 5.0 (Exceptions), no performances established in any event before or after the end of the Qualifying Period will be valid for purpose of selection to the 2001 Jeux de la Francophonie team.
2.4 There will be no pre-selection.
2.5 Athletics Canada may select up to a maximum number of 3 athletes per individual event who have achieved the minimum standard during the Qualifying Period.
2.6 All athletes selected to the 2001 Jeux de la Francophonie team must compete at the Trials except under circumstances outlined in Sections 4.0 (Appeals for Selection) and 5.0 (Exceptions). All athletes must declare their intent / interest to compete for the national team at the JDLF by signing a letter of intent at the National Team Desk while on-site at the National Championships in Edmonton. Failure to declare intent / interest will render the athlete ineligible for selection.
2.7 All athletes must remain 100% competition ready for the Games. Injury following fulfillment of these criteria may result in de-selection should it preclude 100% readiness for competition at the 2001 Jeux de la Francophonie as determined by Athletics Canada’s Coordinating Physician, or designate. Final determination will be made by the National Team Selection Committee based on reasonable expectation of 100% readiness to compete at the 2001 Jeux de la Francophonie.
2.8 La Federation Quebecoise d'Athletisme and Athletics New Brunswick
will field teams independent from Athletics Canada's Team. Separate
selection processes will exist for each team. Athletes affiliated
with Quebec or New Brunswick must seek to qualify for their "Provincial"
Team. The FQA can be contacted at (514) 252-3041 and Athletics NB

3.0 SELECTION ELIGIBILITY
3.1 Except for marathon and Relays as well as under circumstances covered within Sections 4.0 (Appeals for Selection) to be eligible for selection athletes must finish in the top 8 at the Trials.
3.2 Athletes among the top 8 finishers, in their chosen event at the Trials who have achieved the Minimum Standard in that same event during the Qualifying Period will be eligible for selection in priority order based on their order of finish at the Trials.
3.3 The first and second eligible athletes for selection will be automatically selected.
3.4 The third eligible athlete will only be selected subject to the outcome of any appeal in that event, if applicable.
4.0 APPEALS FOR SELECTION
4.1 Except for relays, only athletes who have achieved an Athletics Canada 2001 Minimum Standard (attached) during the Qualifying Period are allowed to submit an appeal. All appeals must be submitted in writing and received by the National Team Selection Committee or his designate within two hours of the completion of the athlete’s event at the Trials. For the marathon appeals must be submitted in writing by May 14th, 2001 to the Athletics Canada National Office C/O National Team Selection Committee.
4.2 Injured or ill athletes who wish to be considered for selection must include in their appeal a letter from their personal physician or if injured or ill at the Trials, documentation from the attending Athletics Canada Coordinating Physician, or designate detailing the nature of their illness or injury.
4.3 Athletics Canada's Coordinating Physician, or designate will determine probability of optimal readiness defined as the ability to remain 100% competition ready for the 2001 Jeux de la Francophonie.
4.4 If an athlete’s successful appeal would displace another athlete from selection in the athlete’s event, the athlete who is making the appeal must substantiate in writing prior to the conclusion of the Trials the grounds for appeal, including objective proof of consistently superior performance at National Championships and International Competitions during the Qualifying Period. Past international competition achievements will be favorably considered. The National Team Selection Committee must first determine that the criteria for consistently superior performance have been fulfilled; otherwise the appeal shall not be accepted.
4.5 Bearing responsibility for overall selection, the National Team Selection Committee members will use their expertise to weigh all factors in an appeal to arrive at a decision. The National Team Selection Committee will consist of the following persons or designates: President and CEO, Board of Director representative, National Program Directors (Speed Power and Endurance), Director of Athlete and Coach Development, team Head Coach, Male and Female Athlete Representatives
4.6 If an athlete is unsatisfied with the appeal decision of the National
Team Selection Committee, the athlete may further appeal through the Athletics
Canada appeals procedure, outlined in the Policies and By-Laws of Athletics
Canada.
5.0 EXCEPTIONS
MARATHON
5.1 There will be no Qualifying Trials for the marathon
but Athletics Canada 2001 Jeux de la
Francophonie Minimum Standard is required as for any other event.
5.2 A maximum of three (3) men and three (3) women will
be selected to participate in the marathon at
the 2001 Jeux de la Francophonie.
5.3 A given athlete may only get selected to one of the following teams: 2001 Jeux de la Francophonie or 2001 Edmonton World Championships in Athletics. He/she will not be permitted to do both.
5.4 The Qualifying Period for the marathon event is January 1, 2000 to May 13, 2001.
5.5 On May 14, 2001 - and after the selection for the 2001 Edmonton World Championships in Athletics is completed - the next three (3) eligible athletes ranked in priority order from Athletics Canada’s official rankings for the whole Qualifying Period will be selected. Nomination of the third athlete will not be automatic and will be subject to the outcome of any appeal for selection in that event.
5.6 Athletes who have been nominated for selection are not permitted to take part in any marathon race during the period 14 May to 01 September 2001, unless they make a written request and they receive written approval from Athletics Canada National Program Director – Endurance. Failure to follow this rule will render an athlete ineligible for selection and/or may affect his carding status for the current year or the next one.
RELAYS
5.7 A relay team will be eligible for selection if it is entirely composed
of Canadian eligible athletes, as described in Section 1.0 and it has achieved
the minimum Standard during the period January 1, 2000 and June 24, 2001.
5.8 Up to a maximum number of four athletes per relay team who have not otherwise qualified in individual events may be selected to each relay team. Athletes who have qualified in individual events may also be nominated to a team.
THE RELAY POOL
5.9 Any athlete who has achieved the following criteria
will be entered into the “Relay Pool” for each relay team. These criteria
are designed to get all potential athletes in the pool who are World level
relay contenders. It does not guarantee a spot on any team. All athletes
eligible for the “Relay Pool” must compete at the Trials and must remain
committed to the relay team and program.
Men & Women 4x100m Criteria to be in the Relay Pool
1. Top 3 eligible finishers in the 100m final at the Trials
2. Next 3 fastest times in the 100m (from performances
during the Qualifying Period)
3. Any athlete who has been nominated to a 4x100m relay team for the
World Championships, Pan American Games, Olympic Games since 1999
4. One potential wild card selection (discretion of Head Coach, in
consultation with the National Program Director, Speed and Power)
Men & Women 4x400m Criteria to be in the Relay Pool
1. Top 3 eligible finishers in the 400m final in the Trials
2. Next 3 fastest times in the 400m (from performances during the Qualifying
Period)
3. Any athlete who has been nominated to a 4x400m relay team for the
World Championships, Pan American Games, Olympic Games since 1999
4. One potential wild card selection (discretion of Head Coach, in
consultation with the National Program Director, Speed and Power)
ATHLETE NOMINATION TO THE RELAY TEAM
5.10 A list of eligible relay team athletes for selection will
be created based on the following principles:
a) Only athletes from the "Relay Pool" may be nominated to a relay team. In general, athletes will be nominated for selection to a relay team in the same priority order in which they entered the Relay Pool, as described above.
b) Athlete(s) who will lend the greatest support to the Relay Teams
of Athletics Canada and relay team dynamics may be considered and Team
Coaching Staff may be consulted. Only athletes from the "Relay Pool" who
commit to the relay program will be considered for selection. Head to head
competition between athletes during the Qualifying Period and the number
of times the athlete has satisfied the Relay Pool criteria will also be
considered. The Head Coach, in consultation with the National Program Director,
Speed /Power reserves the right to nominate athletes to a relay team not
in the same order in which they entered the Relay Pool.
6.0 SELECTION PROCESS
6.1 The National Team Selection Committee will be responsible for using all foregoing criteria and will prepare a list of nominated athletes from those who have achieved the criteria as outlined in Sections 3.0 (Selection Eligibility) 4.0 (Appeals for Selection) and 5.0 (Exceptions).
6.2 From the list of nominated athletes, the National Team Selection
Committee will create a team list and these athletes will be considered
selected. No selection is final until the National Team Selection Committee
approves it.
7.0 COMPETITION REGULATIONS
7.1 The Trials will be conducted in accordance with IAAF/Athletics Canada rules.
7.2 Events in any competition are only considered completed when all protests, filed with the Jury of Appeal in accordance with IAAF Rule 147, have been heard and the Jury decision carried out.
7.3 The achievement of all performances must be substantiated with official documentation from competitions on the Athletics Canada or IAAF Member Federation fixtures list. All results must be achieved in conformity with IAAF/Athletics Canada rules. Wind reading and weight certification must always be recorded on results. It is the responsibility of the athlete to submit these results to Athletics Canada (Results Department) prior to the selection deadline. Only Electronic Timing will be accepted for performances in races up to and including 400 metres. Indoor performances are permitted.
For marathon the achievement of all performances must be substantiated
with official documentation. All results must be achieved in conformity
with the two following rules:
· Course must be certified
· The race must be sanctioned by the National Governing Body
under IAAF structure
8.0 FUNDING
8.1 There will be no athlete self-funding for this team and it is 100%
funded by Athletics Canada.
9.0 FINAL SELECTION DATE
9.1 Immediately following the end of the Trials (June 24, 2001)
10.0 AMENDMENTS
10.1 As new information becomes available, Athletics Canada reserves
the right to amend this document. It will advise its membership through
established communication channels.
11.0 TRAVEL INFORMATION
11.1 There will be a set date for both arrival and departure to these Games. Exceptions will only be granted for 2001 World Championships in Athletics team members or if a given athlete is participating to an Event Group approved project in North America. Please note that arrival of the team in Ottawa/Hull is tentatively scheduled for July 12th and departure on July 25th. Athletics Canada will arrange travel details based on the needs of the respective speed/power and endurance groups. Athletes who wish to participate in the 2001 Jeux de la Francophonie are required to comply with Athletics Canada travel plans, including set dates of arrival and departures, participation in pre-competition and pre-championships training camps and competitions; and team delivery specifics during the games as it pertains to training schedules, travel and accommodation schedules. For athletes who will be selected to both the 2001 Jeux de la Francophonie and the 2001 Edmonton World Championships in Athletics, Athletics Canada will provide special assistance.
All plans must be discussed and approved with the respective National Program Director in consultation with the Head Coach.

Canada web site soon.
12.0 ENTRY AT THE 2001 JEUX DE LA FRANCOPHONIE
12.1 Final declaration of all athletes named to the team, including
composition of relay teams in qualifying rounds and finals will be determined
on-site by the team Head Coach in consultation with the respective National
Program Director or designate. Athletes will only be entered in the events
for which they have qualified. No other events may be entered unless agreed
upon by the Head Coach.
13.0 APPEALS OF SELECTION PROCEDURE
13.1 Appeals of the selection procedure may be filed as per the Athletics
Canada appeals procedure outlined in the Policies and By-Laws of Athletics
Canada.

(*) Since the official event for Women’s Race Walking is now 20km
it seems that there is a need for a standard over 20km towards the 10km
event at the JDLF. However, as of November 2000, Athletics
Canada hasn’t receive a clear indication from the JDLF governing body about
this important detail. An addendum will be published as soon as the
information becomes available.
Athletes achieving these standards at IAAF/Athletics Canada sanctioned events will be eligible for selection to the Jeux de la Francophonie, subject to the Selection Criteria. Indoor performances are allowed. Electronic timing is required for all sprint and hurdle events 400m and below.
The “Qualifying Period” to achieve the ‘Minimum’ Standard is January
1, 2001 to June 24, 2001.
