No the 2 layers is the top of the pole... the bottom can contain as many layers as you want. You have to keep in mind that it will put a extra amount of weight on the pole however. The 2 layers is for the top where u grip and basically it is the same as putting one layer on unless you don't over lap the tape as you tape your pole then you can put another layer on, other wise you would have more then 2 layers in spots and it gets all technical, but that's how u play the game.
